Elliott J. Nethercutt is the senior director of the state regulatory affairs division at the Edison Electric Institute (EEI) where he supports members on advocacy, policy positions, and initiatives related to the energy transition, resource adequacy, resilience, rate design, and other industry issues.
Previously, he worked at the National Association of Regulatory Utility Commissioners (NARUC), supporting regulators on topics including performance-based rate-making and the interplay between implementing energy policies and maintaining reliability. Prior to that, he was a principal economist at the National Regulatory Research Institute (NRRI). Elliott has also advanced market design enhancements at the California Independent System Operator (CAISO), developed reliability assessments at the North American Electric Reliability Corporation (NERC), and supported the advancement of smart grid investment grants and transmission siting activities at the U.S. Department of Energy (DOE).
Elliott holds a master’s degree in applied economics from the Johns Hopkins University and a bachelor’s degree in economics from the University of Colorado.
