Steve Wills is Senior Director of Regulatory Affairs for Ameren Missouri. He has been with Ameren in a variety of roles of increasing responsibility since 2004. Prior to coming to Ameren, Steve received a Master’s of Business Administration degree from Saint Louis University with an emphasis in Economics and then spent two years at Laclede Gas Company (now Spire) as a Senior Analyst in the Financial Services department.
At Ameren, Steve has gained broad experience related to utility regulation and energy markets. He has had roles related to energy trading analytics, structured transaction pricing, load research, load forecasting, weather normalization, resource planning, energy efficiency, regulated ratemaking, and tariff design and implementation. In 2015, Steve became the Director of Rates & Analysis for Ameren Illinois, where he oversaw class cost of service studies, revenue allocation, rate design, and administration of the company’s rates, tariffs, and riders. In 2016 Steve moved to a similar role at Ameren Missouri, and subsequently took on oversight of all state regulated activities for the company when he was promoted to his current role in 2022. Steve frequently testifies as an expert witness on behalf of the company in front of the Missouri Public Service Commission.
