FRI is pleased to announce that Greg R. White has been selected as recipient of the 2023 Crystal Award for Distinguished Contribution
An experienced utility regulator and administrator with more than 40 years in energy, utility regulation, and public policy, Greg R. White recently retired as Executive Director of the National Association of Regulatory Utility Commissioners (NARUC) after leading the organization from 2015-2024, while also serving as Executive Director of the National Regulatory Research Institute (2017-2023). While leading NARUC, he was instrumental in significantly expanding NARUC’s training and education programs, both domestically and internationally, while also strengthening NARUC’s relationship with educational institutions such as FRI. Prior leadership also included serving as a Commissioner on the Michigan Public Service Commission (2009-2015).
Nationally respected for his authority on energy issues, Greg has provided expert testimony several times before the U.S. Congress, Federal Energy Regulatory Commission, U.S. Nuclear Regulatory Commission, and State Legislatures on matters such as energy markets and utility regulation, transmission policy, and nuclear waste management and disposal.
“We are pleased to announce Greg White as the 14th recipient of the Crystal Award, recognizing his phenomenal career in the energy industry spanning more than four decades,” said Dr. Michael Sykuta, Executive Director of FRI. “Greg has demonstrated a passion and commitment both to public utility policy and public service over that time, with his leadership making him a nationally-respected voice on issues of energy. He is the epitome of the kind of individual that the Crystal Award was designed to honor.”
While a member of the Michigan PSC, Greg served as Chair of NARUC’s Washington Action Program and Subcommittee on Nuclear Energy, while also serving on the Electricity Committee and Select Committee on Regulatory and Industry Diversity.
“Greg embodies the spirit of public service,” said Ann McCabe, FRI Advisory Board Chair. “As a former commissioner and NARUC Executive Director, he possesses a unique ability to understand the challenges of utility regulation, skillfully mediate conflicts, and elevate new voices in the regulatory community. The Crystal Award is a fitting recognition of Greg’s outstanding career and dedication to the energy industry.”
Greg has served on several boards and national committees, notably having served as President of the Board of Directors of the Organization of PJM States, Inc.; Chairman of the Board of Directors of the National Regulatory Research Institute; and as a member of the Steering Committee of the International Confederation of Energy Regulators, the North American Energy Standard Board, and the Keystone Policy Center Energy Board. Greg currently serves on the U.S. Department of Energy’s Electricity Advisory Committee, and the Executive Committee of the Nuclear Waste Strategy Coalition.
Currently, Greg provides advice and consulting services on utility and regulatory policy matters, while volunteering on numerous projects and initiatives. He holds a Bachelor of Science degree from Michigan State University and a Master’s degree in Public Administration from Grand Valley State University.
The FRI Crystal Award was created to recognize an individual who has made outstanding and sustained contributions to the design, implementation or analysis of public utility regulatory policy. Established in 2013, the award is presented annually during the FRI Public Utility Symposium.
