COLUMBIA, Mo. (Sept. 22, 2026) – The University of Missouri’s Financial Research Institute (FRI) today announced two new additions to its advisory board. Joining the board are Lorna Eaton, Director of Rates and Regulatory for Kansas Gas Service, a division of ONE Gas, Inc., and Anthony Swinger, Chair of the Indiana Utility Regulatory Commission. Both appointments are effective immediately.
The FRI Advisory Board is an essential component of the Institute, offering strategic counsel, industry perspective, and expert insight to inform program development. Members represent regulatory, industry, and consumer stakeholders across the United States, with operational support provided through FRI’s corporate advisory partnerships.
As Director of the Rates and Regulatory for Kansas Gas Service, Eaton leads the regulatory strategy, rate case development, tariff administration and regulatory filings before the Kansas Corporate Commission. She has more than 25 years of experience with Kansas Gas Service, beginning her career there in 2000 working in accounting and financial planning. Taking on increasingly responsible roles, Eaton joined the Rates and Regulatory Department in 2010 before moving into leadership in 2015, playing a key role in major regulatory proceedings and evolving policy matters affecting the natural gas industry. She received her Bachelor of Science degree in Geology from Kansas St. University and lives in Shawnee, Kansas.
Swinger was appointed as Chairman of the Indiana Utility Regulatory Commission by Governor Mike Braun on June 22, 2026. Prior to his appointment, he spent 25 years with the Indiana Office of Utility Consumer Counselor (OUCC), serving as OUCC’s Executive Director of Technical Operations from 2022-2026, overseeing the agency’s electric, external affairs, natural gas, and waste/wastewater divisions. Swinger is a member of the National Association of Regulatory Utility Commissioners (NARUC), where he serves on the committee on consumers and the public interest, and the committee on gas. He holds a bachelor’s degree from Southern Illinois University (Carbondale) and a master’s degree from the University of Illinois (Springfield) and resides in Indianapolis.
