Introduction to the core framework of utility regulation, including why utilities are regulated, how the revenue requirement is developed, and how cost-of-service modeling supports rate setting.

An overview of how traditional regulatory approaches adapt to evolving conditions, including alternative ratemaking, new rate designs, and emerging pressures.

Understanding the role of decision rights, incentive systems, and performance measures in analyzing utility firm and contract structures and performance

Motivation for environmental policies, impact from rise of decarbonization efforts, mechanisms of emissions regulation, and changing incentives of new technology adoption
